In a rising communist society there is no place for capitalists; they have to disappear and they will disappear. Whoever takes part in the collective work is a member of the collectivity and takes part in the decisions. Persons, however, who stand outside the process of collective production, are, by the structure of the council system, automatically excluded from influence upon it. Whatever remains of the former exploiters and robbers has no vote in the regulation of a production in which they take no part.
