The International, on the other hand, has no other object then the absolute freedom of the masses. Consequently, it appeals to the rebel instinct. In order that this rebel instinct should be strong and powerful enough to overthrow the rule of the State and the privileged class, the International must organize.

We withdraw and retract not a single word and do not disdown one single anarchist act by ourselves or our comrades.

...no matter what the semi-anarchists prompted by caution may say about it -- every one of us has contributed towards those eruptions of revolt through our propaganda: which is why it strikes me as simply candid and sincere to acknowledge our solidarity with the rebels who shock the world with their deeds and that we should affirm our fellow-feeling for them in the critical moments of the backlash.

Anarchism does not stand for military drill and uniformity; it does, however, stand for the spirit of revolt, in whatever form, against everything that hinders human growth. All Anarchists agree in that, as they also agree in their opposition to the political machinery as a means of bringing about the great social change.

...Anarchism, or any other social theory, making man a conscious social unit, will act as a leaven for rebellion. This is not a mere assertion, but a fact verified by all experience.

Insurrections will be necessary as long as there are power groups which use their material force to exact obedience from the masses. And it is only too clear that there will be many more insurrections before the people win that minimum of indispensable conditions for free and peaceful development, when humanity will be able to advance towards its noblest objectives without cruel struggles and useless suffering.

An insurrection, therefore, is directed against the State as such, and this aim will determine our tactics. It would obviously be a mistake to create the kind of machinery which, at the successful end of a revolution, would merely be taken over by the leaders of the revolution, who then assume the functions of a government. That is out of the frying pan into the fire.
