Driven by hunger and despair, the peasants revolted constantly, but desperation can only lead to rebellion, never revolution. The hopeless had to have an ideal, possess a program, and make their instinctive revolt into a conscious, reflective undertaking. That is the only way that an insurrection can become a revolution.
