Quote #3 on Political Struggle Quotes >> War and Society

“...the barbarous state.... They unite in following leaders, who are distinguished by their fortunes, and by the luster of their birth. They join the desire of spoil with the love of glory; and form an opinion, that what is acquired by force, justly pertains to the victor, they become hunters of men, and bring every contest to the decision of the sword.”
